The Path Of Constructing Chinese Professional Football League

The document<the guidance of accelerating the development of sports industry,promoting the sports consuming>promulgated by the state council in October,2014,which means great changes will take place along with the development of sports industry.Then,in March,2015,General Office of the State Council promulgated<The overall program of reforming and developing Chinese football>,it would push the reform of china's football to an unprecedented position.So,the football project become the point of breakthrough again in the reform of sport industry.The Chinese football professionalization reform has experienced more than 20 years,but not yet fully completed professionalization.To implement the strategic of documents by government,constructing a professional football league during the new period is an effective way to complete the course of professionalization as soon as possible.This study use the methods are literature research,system analysis,historical and comparison analysis,review the history of Chinese professional football,based on that,we analyze the current situation and existing problems in China's professional football.By the view of recognizing professional football league as quasi-private goods,making full use of the theory of corporate governance,the related legal person,which the government,association corporation and the enterprise corporation must understand how to acquire the situation of power restriction and benefit sharing.This research includes five parts:the first part is to explain the theoretical foundation of constructing a professional football league.The second is to analyze the current situation of professional football league,including the history,the current operation mechanism and existing problems.The third is to analyze the necessity and feasibility of constructing professional football league.The fourth is to regulate the basic principles of constructing professional football league.The fifth is to illustrate how to configure responsibility and power(rights),and the obligation in the relevant legal persons,in order to construct the professional football league.Finally,this study suggests the responsibility of the government should focus on pursuing the maximization of public interests.Not only clearly defining how to reform deeply,transforming the functions of the government,delegating power to the lower level,but also understanding how to play the role of policy guidance,the government should corporate with association corporation and enterprise corporation,forming a system of polycentric governance.Association corporation should not only fulfill self-government as soon as possible and provide technical or institutional support for league,but also assist public department to maximize the public interests and take the responsibility of its own.Enterprise corporation should not only achieve the balanced game in itself,but also achieve the balanced game between the government and association corporation.
