The United States initiated an educational reform on the basis of the curriculum standard in 1990 s, which was followed by countries around the world. In 2003, Chinese Education Departmentalso issued curriculum standard, the basis of textbook writing, teaching and assessment, of all the subjects at ordinary high schools.So, does curriculum standard work well when it is implemented?For this question, America made the earliest the study of the consistency of each element of the educationsystem.And a quiet mature consistency model has already widely used in American states. Information technology level examination at ordinary high schoolsin Henan province began in 2009. In theory, the academic proficiency test should be highly consistent with curriculum standard.But, obvious differences have been found out between the academic test and curriculum standard in high school in Henan province.Based on the consistency model of each element of the educationsystem, through literatureanalyst method, the article chooses potter consistency analysis model according to the theme.Porter analysis model has been improved on the basis of weber consistency analysis model, as a result, it not only has mature theoretical basis but alsoprogrammatic analysis method.It can analyse the consistency of various factors in education and has a wider application range.In this paper, and the application of the potter consistency(SEC), research methods, the SEC is used to test the goodness of fit between high school information technology academic tests in Henan province and of the curriculum standard.In the process of study, Content Analysis Method is used to analyse the curriculum standard and academic level exam paper in detail. The method is a study method analysing the content objectively, systematically and quantitatively. Through the quantitative description of the content, it will be transformed into two-dimensional with the same structure.Then after being normalized, P value isfinally obtained through the formula of Potter consistency. The consistent features have been made between high school information technology academic test in Henan province and curriculum standard through general and specific analysis on data and results. What's more, elements affecting the consistency have also been analysed, and the corresponding measures and suggestions also have been put forward.In conclusion, the study can give us a clearer direction and strategy for improvement in order to improve the consistency level between high school information technology education in Henan province and curriculum standard.The study of consistency in curriculum research in China is still in groping stage.More education workers should be encouraged to master and use the tool, thendevelop a consistency method suited to China's national conditions. Consequently, the curriculum standard can be implemented, the goal of education reform can be realized and the development of education can be enhanced.
