Education issues are related to thousands of households, during the annual "NPC and CPPCC", education and housing, medical care, employment, social security and other has become one of the people's livelihood topics concerned by the whole society together. Educational equity is not only an important part of social equity, but also the corner stone to maintain a fair society. Moreover education as the "balancer" and "stabilizer" of social development, education equity enables individuals have the opportunity to enhance the social status, which promote normal flow of social class and prevent solidification of social class. While priority urban education, urban-rural dual system, focusing on school construction, inverted pyramid investment in education and other policies have become inequitable compulsory education policy incentives, therefore educational policies play an important role in the education equity.Based on the current compulsory educational unfair situation, this paper firstly explains the basic theory of compulsory education equity, then through combining selected education policies to look at compulsory education equity under the perspective of national policy. This paper analyzes national education policy text by the word frequency analysis software, then combine the word,policy text and background to reveal the change and the future direction trend of the education policy.The paper is divided into four parts:The first part describes the basic theory of compulsory education equity, including the connotation, features and value of it. The meaning of Compulsory education equity in this paper include the right to education fair, equitable access to education and the education quality. The compulsory education equity has both identity and differences. It has important significance for individuals, society and the country.The second part filters common high-frequency words through the word frequency statistics analysis for educational policies applying the software. The words of high-frequency and high rank include development, teachers, reform, institution, government, rural areas, etc.The third part combines the word,policy text and background to reveal the change and the future direction trend of the education policy through the perspective of compulsory education equity. There are high-frequency words including the development, reform, system, teachers, rural areas and so on, these words reflect the coherence of education policy; there are unique words including equity, quality, leftbehind children and so forth, these words reflect the characteristics of the times and the historical changes of education policy.The fourth part predicts the future direction of the education policy through the perspective of compulsory education equity:1,The inside and outside reformation and balanced development are an inexhaustible motive force to promote compulsory education equity; 2,Uphold the principle of compensation and focus on the vulnerable groups and disadvantaged areas;3, Pay attention to the national macro-control, and the government should always be as the first responsible person of compulsory education equity; 4, Teacher training is always the same center of gravity of the compulsory education equity policy;5, from outset equity to quality equity, the center of gravity of value of compulsory education fairness policy is changing.
