Compulsory education is a top priority of China's educational work, attention is bound to compulsory education compulsory education policy formulation, implementation and constantly enrich and improve the dynamic process shown. In order to make the implementation and development of compulsory education better, to solve the problems encountered in the process of social development, it is quite necessary to compulsory education policy development and achievement of legislative norms.Favorable conditions and positive factors in the development of compulsory education in China is increasing, faced with many opportunities. But with the economic and social development needs of the people's expectations, compared with the situation in the international competition, compulsory education in some inappropriate place, hot and difficult issues, such as school choice phenomenon of compulsory education, reduce the primary and secondary school students had burden, the tendency of "examination-oriented education" children in rural children left behind education, still a high degree of social concern, the masses are still strong. Implement the policy of compulsory education, promote reform and development of compulsory education is also facing some prominent contradictions and problems; supporting policies and measures need to be further follow-up, multi-sectoral coordination and cooperation be further strengthened. Changes of China's compulsory education policy, not only helps us to grasp the current policy of compulsory education, but also help us to predict the future direction of further development of compulsory education in China is of great significance and role. China's development of compulsory education in a variety of important initiatives to promote the equitable development of education. The policy of compulsory education can not be resolved in a short compulsory education for all existing problems, we just hope that compulsory education can continue towards a better future direction to efforts to develop.Change the effect of China's compulsory education policy analysis, research combing through the process of China's compulsory education policy changes, to show the trend of China's compulsory education policy changes, analyze the reasons for China's compulsory education policy change and ultimately to improve China's compulsory education policy recommendations, and our obligationseducation policy issue to be examined. Studies suggest that the nearly30-year compulsory education policy change in policy ideas, policy formulation, policy content, we have a deep ideological inspiration.Equity in education is both a principle, is an ideal; both the ultimate goal is a gradual process; both theoretical research and practical operation. From the practical conditions, education fair is also subject to many limitations. Therefore, education fair is relative, not absolute. Rational allocation of the primary responsibility for educational equity in the government, for the pursuit of the ideals of education and the ideal education, consolidate and improve the nine-year compulsory education level, to improve the compulsory education system and policies, the national response to educational resources, to a certain extent reflects the social reality, but will exceed the reality. It comes to higher education, quality of life, referred to compulsory education, fairness is the basis of fairness in education is the unity of the educational ideals and social reality, the ultimate goal of this is also the development of compulsory education, but until today, education equity issues remains to be our further to study and explore.Study the actual situation of the thinking of compulsory education in China and its future road, the intention in the promotion of fair education in China, to make the necessary efforts to improve the quality of compulsory education in China, so that the development of compulsory education to be an active interest in the whole society. Made before the enactment of the policy to rationalize the development of compulsory education in the process of relationship between educational research and educational decision-making, theoretical research and practical application to make the best choice.
