The saying that “Science and technology are part of the productive forces is the basic principles of Marxism as well as the systemic and scientific summary of the basic theory of productive forces. The theory that “Science and technology is the primary productive force” was put forward by Comrade Deng Xiaoping, conforming to China's national conditions and to its demand for development..After studying those fundamental theories of Marxism and the current situation of the commercialization of science and technology in China's high institutions, based on the analysis of the philosophical significance of the commercialization of science and technology in higher institutions, the author of this paper elaborates the basic situation of the transformation of scientific achievements in China's colleges and universities, those in southwestern in particular, making the southwestern province colleges and universities as the breakthrough point and focus. This paper analyzes the reason for the low-efficiency and high-failure in transforming the technology achievements to present a number of strategies with exploration and breakthrough, expecting it can be helpful to improve the commercialization of science and technology in higher institutions.Science provides theoretical basis, and technology meets practical needs. At present, with the emerging knowledge economy and new knowledge-based view, higher institutions have become the main birthplace of China's scientific and technological achievements, and the backbone in promoting the development of high-tech industry in our country with their own inborn advantages, including cultivated talent, gathered scholars, rich resources and advanced equipment.Imparting knowledge and educating people as well as improving the overall national education degree is higher institutions' basic function and used to be the main duty of them. History is evolutionary and ascensive. Today, the supply and demand relation in education has changed. So among innumerable higher institutions, if one expects to be unique, high-level, strong and excellent to attract more students, talented persons and superior resources, and to improve their comprehensive strength, universities need to take the responsibility of technological innovation and social service, among which, making great efforts to commercialize scientific and technological achievements is the most important. It's the necessity of the development of social productivity, economy, society, science and technology as well as an essential problem waiting for being solved in China's structural reform of economy, science and technology. In recent years, there are high enthusiasm and positivity for scientific research in colleges and universities, and a large number of scientific and technological achievements are made, which is commendable. However, compared with the fruitful achievements in scientific research, the scale of the transformation and application of scientific and technological achievements is small. So the technical products with innovation, technology, market competitiveness and production chains are less.This paper starts from the basic concept and theory of transformation of scientific and technological achievements, taking the colleges and universities in a certain province in southwest as the subject. It observs the whole from a certain point and draws the international experience of the transformation to find out the characteristics of problems, summarize the experience, discover problems and look for ways to break through, which can contribute to the improvement of transformation of scientific achievements in higher institutions in the province and the whole country at large, so that we can realize the standardization and the overall improvement of the transformation of scientific and technological achievements in colleges and universities as soon as possible.
