As the main force for knowledge creation and technology output in independent innovation system in China, the university teachers' scientific research team is an important part to strengthen the national science and technology innovation system as well as the scientific manpower. Reasonable compensation for teachers' scientific research efforts can effectively improve teachers' initiative to devote into research in colleges and universities. That is to say, the thesis on establishment of compensation and incentive mechanism in scientific research work for college teachers is of great practical value.Based on Marx' s labor theory of value, human capital theory and incentive theory, this paper expounds the current research of labor compensation and incentive status quo of teachers on universities, on the basis of the reading of vast amount of literature, combining with the result of depth interview, constructed a research questionnaire of labor compensation and incentive mechanism of university teachers scientific, randomly selecting teachers from five school to investigate their present situation, discovered the difference of the wages, the time spend on scientific research, scientific attitude, scientific labor compensation and scientific research motivation status. Found that there are many problems on current university teachers' scientific research of labor compensation and incentive, including ignoring the contradiction between teaching and scientific research, ignoring the demand of teachers' scientific research labor compensation, compensation and incentive strength is insufficient, the existing incentives have periodic and failure, the performance evaluation index much more focus on quantity but less on quality and so on. Based on Marx's labor theory of value, human capital theory and incentive theory, the thesis expounds the current research of labor compensation and incentive status quo of teachers on universities and constructed a research questionnaire about Labor Compensation and Incentive Mechanism of University Teachers' Fiscal Scientific Project on the basis of vast amount of literature, combining with the result of depth interview. The thesis randomly selects teachers from five schools to investigate their present situation and figures out that different teachers have different situations on wages and their degrees of satisfaction, the time spend on scientific research, scientific attitude, scientific labor compensation and scientific research motivation status. It is found that there are any problems on current university teachers' scientific research of labor compensation and incentive, including the confounding of scientific research work and ordinary labor, the ignorance of teachers' demands in scientific research labor compensation, the imperfection of the existing incentives, and the lack of applicable and scientific standards on compensation and incentives, etc..In order to solve the problems existing in the compensation and incentive mechanism of university teachers' fiscal scientific projects, this thesis evaluates the performance value according to the input and output ratio of scientific research and establishes the integral compensation standard. Furthermore, the motivation modal and constraint modal are built on the basis of index weight, which is determined in line with Delphi method and analytic hierarchy process. As for the perfection of compensation and incentive mechanism, this thesis proposes that the following measures should be taken:to differentiate the compensation and incentives; to perfect the compensation system, in which the concrete steps includes the reform of fund management system and perfection of labor cost budget system; to perfect the incentive systems, in which the wages systems should be adjusted, restriction mechanism should be introduced, the policy of result audit and transformation should be perfected and different incentive methods should be combined.
