Higher vocational education is a high-level vocational education and a type of higher education. In recent thirty years, higher vocational education plays an increasingly important role in promoting China's modernization and the process of popularization of higher education, as well as training a large number of high-quality skilled talents. However, with the increasing number of vocational colleges and rapidly expanding school size, a series of problems have arisen, such as shortage of teaching resources, professional settings convergence, obsolete curriculum, lack of personnel training mode innovation and weak faculty, which have seriously affected the improvement of the quality of higher vocational education and the realization of personnel training goal. For higher vocational education to change this situation, seeking development in predicament and characteristics are the keys. This paper introduces the status and level of research of domestic and foreign higher vocational education distinctiveness, and also outlines the performance of lack of higher vocational education distinctiveness. Based on the important impact of the new public management theory on the reform of domestic and foreign higher education, the author believes that the theory also applies to the guiding ideology as to explore the pathways of building higher vocational education distinctiveness. Therefore in this paper, the author focuses on using this theory to analyze the reason of our lack of higher vocational education distinctiveness. The main reasons are:high degree of centralization of education, lag of school-founding system reform, unclear role of the government in the allocation of market resources, power and interest between governments, schools and enterprises, lack of customer awareness, etc. As a result, based on the new public management theory about the concept of powers separation principle, market mechanisms introduction and customer orientation, the author raises the pathways of building higher vocational education distinctiveness.
