Research On The Practice Of Social Work Participating In Rural Community Governance Under The Guidance Of Party Building

The research and practice of Party building’s guiding grassroots governance have become increasingly enriched,and displayed a rapid growing trend since the 18 th National Congress of the Communist Party of China.In China,the Communist Party of China is the core of leadership in all work.In the practice of rural governance,particular emphasis should be placed on the effective transition from poverty alleviation to rural revitalization.The leading and driving role of grassroots party organizations should be continuously exerted to lead villagers in constructing their hometowns,cultivating community awareness in the village,and ultimately achieving sensational rural governance.As a unique social force,social work has gradually shown its superiority in participating in rural community governance on the new journey.For instance,it plays an important role in meeting people’s reasonable demands,facilitating the implementation of policies,advocating more humanistic revision of policies,improving the level of community public services,and enhancing people’s participation in public affairs.In the new era,many similarities between the Party building work and social work make it particularly important to achieve an effective combination of the two.The academic community has conducted extensive discussion on what problems social work under the leadership of Party building will encounter in participating in community governance practices,how social workers play their unique role,and how to optimize rural governance routes.This study takes the establishment and operation of the Party building joint governance working group in village Z in Chongqing as a case and collects related materials and data through participatory observation and unstructured interview.The author mainly analyzes the status quo of community governance led by Party building in village Z from three aspects: the grid management in village Z,the operation of the rural governance credit system,and the status quo of democratic deliberation mechanism.The author finds that village Z lacks public activity space.The physical foundation for the bottom-up participation in public affairs is weak.The governance synergy between Party organizations and the masses needs to be strengthened.The innovation of Party building activities is not enough.The masses’ enthusiasm for participation is low.The implementation of Party building and business work often faces problems on governance such as time conflicts and difficulties in implementing policies.In response to these problems,social work has intervened in rural community governance led by Party building.Social workers first enter the community,establish professional relationships with various governance stakeholders in the Party building network,and organize a Village Z Party Building Joint Governance Working Group to effectively participate in the rural governance practice of leading multiple entities to jointly build ecological gardens through the Party building network.Social workers play different roles in the four stages of Party member leadership and joint consultation,embedded Party building cohesion,expanding resources and co-building gardens,and political affairs publicity,and co-governance and sharing.They actively encourage various governance entities to reach a governance consensus,maximize the formation of governance synergy,and play a distinctive positive role.This study adopts the perspective of Party building leading rural governance to evaluate the effectiveness of social work intervention in the cultivation of the Party building joint governance working group.The findings suggest that the Village Z Party Building Joint Governance Working Group form a sustainable rural governance and development mechanism to lead rural development,develop nurture diverse talents,consolidate the joint efforts of diverse entities in governance,enrich link resources,and enhance community awareness by improving social culture and creating rural civilization through Party building.In addition,the Village Z Party Building Joint Governance Working Group utilizes the ecological gardens as the governance carrier,leverages grassroots social governance through ecological governance,and updates the standards for ecological gardens to maintain the ecological environment.Through the refinement and analysis of the practical process of social work in the rural community governance led by Party building,and the evaluation of the effectiveness of social work in the Party building joint governance working group,the present study summarizes the relationship network,action network,and governance network in the Party building grid community governance.The static,dynamic,and long-term effectiveness of multiple governance subjects were analyzed respectively in depth.Finally,the present study puts forward countermeasures and suggestions for social work to participate in rural community governance under the guidance of Party building.First,social workers should enhance their comprehensive competencies in rural governance practices.Next,social workers should gather diverse main forces and form a governance synergy.Lastly,social workers should link Party building activities to lead rural governance practices.Also,this study can provide useful reference for the follow-up social work to benefit the practice of rural community governance and promote the further development of localized rural social work.
