The Application Of Social Work M Ethods In Community Party Building

As pointed out by Jinping Xi,general secretary of the Communist Party of China(CPC)Central Committee,in the third Plenary Session of the 18th CPC Central Committee,"the solidest support for the work of our party lies in the grassroots level.So do the outstanding conflicts and problems during social and economic development as well as people's livelihood.Therefore,party's work at the grassroots level should be treated as a long-term plan and a measure for consolidating the foundation for our party and efforts should be made to build any party organization at the grassroots level into a strong fortress."Party organization at the urban community level becomes the front line of the close relation with the masses in community during party's community governance,the starting point for party's work in cities,and important ties for connecting with the masses.How our social governance can be modernized,to a certain degree,is up to the innovative level of urban community governance and community governance,in return,cannot work without party building of community.Hence,strengthening the party building of community by the party organization at the grassroots level,emphasizing the core role of party organization at the grassroots level and using the core function to balance the interests of the parties in community,alleviate social conflict and conduct wide social mobilization,are the ultimate guarantee of reinforcing the organs of political power at the grassroots level,building a well-off society in an all-round way and improving party's ruling capability at the grassroots level as well as fulfilling the modernization of social governance.This thesis takes a case study of the party building in "the service center of Binhu Century Community" of Hefei.By borrowing the 8-month internship of the author in the big community at the level of residential neighborhood,the study,through the long-term participant observation on the innovative application of the methods for community social work,social work with groups and social casework to the party building of community,focuses on the party building of social organization and the commercial circle in the community and performs an in-depth research on how the methods for social work are applied to community construction,especially the party building of community.In the specific research,qualitative research method and quantitative research method are combined to sort out the community document and interview that are collected during the investigation on the community.It is discovered during the research that residents in the community are not familiar with the concept of community governance.For this reason,the party organization of grassroots community will play an important,even a key role in community governance.As party organization in community is the "guider" for the masses when they broadly join in community governance,the "supervisor" to supervise whether community governance indeed work and the "beneficiary" of the transformation of the outcome of community governance into a more stable ruling foundation for our party at the grassroots level,the good interaction between the party building of community and community governance must be maintained.Introducing the methods for social work to such interaction so as to combine the function of these methods in community construction with the function of our party in community construction,can allow party members with the professional background of social work to provide guidance and safeguard that are both professional and correct politically.This will further improve the scientific level of community governance,which facilitates the innovation of the governance of urban society.The work related to the party building of community should be carried out within the party system of the community.Besides,the party building of community can embody the political fumction that party organization plays in community.From the personal perspective of party member,the personal capability of party member should,on the one hand,serve the party organization,and,on the other hand,show the exemplary role of party members.Besides,the sophistication of party member should be also demonstrated through the post of community work.Through the profound observation and analysis of the party building work of"Binhu Century Community" in the research,this thesis presents a deliberation on the positive influence of the methods for social work upon the integration of community resources and the capability of serving community construction.Besides the contribution of a sound organizational system to the party building of community,the quality of party member within community,more importantly,turns out to be the motivation for the ceaseless advance of community's party building and community construction.The party building of community,on the one hand,is about the organizational construction and system safeguard of party organization,and on the other hand,is about the manner of and the method for carrying out the work of party building.Borrowing the methods for social work during the party building of community is beneficial to integrate the effort from the individual,organization and company in the community to work together in community construction.As shown by an in-depth research on the party building of community,"the service center of Binhu Century Community" has made innovations during its party building.To be specific,these innovations include the party building in the gridded community,in social organization,in apartment and in commercial circle.While conducting these innovations,"the service center of Binhu Century Community" has used its initiative to introduce the methods for social work into the party building and combined the party building with the development of the social organization within the community so that social organization,during the implementation of its service,can utilize party building as a motivation or a chance.In this way,the vigor of the organization can be fully released;the power from various parties can be united;the outstanding efficiency of various organizations,when they provide service for the society,can be achieved;the self-owned capability construction of social organization can be more effective.Indeed,these among the working mode of the party building of Binhu Century Community are worthy of utmost affirmation.Because of the repetitiveness of such mode,this mode can serve as a general reference in terms of the path of and methods for party building.
