A Research On The Structure Optimization Of Tibetan-Chinese Undergraduate Specialties Of Universities For Nationalities

Abstract/Summary:
Currently the Tibetan Self-autonomous area is plagued by an acute shortage of bilingual experts in Tibetan-Chinese language, this posted an imminent urgency to upgrade the structure of institutes of higher learning in this ethnic area. In this study, I introduced an analysis framework of stakeholders. Theoretically, it enriches the pedestal structure of Tibetan-Chinese bilingual undergraduate courses. It is also hoped that this study will furnished a practical solution which is closely tied with the actual situation, thus providing a better reference in the promotion of ethnic universities.This study covers two aspects. The first one is the link between students’choice of majors and specialty settings; the second one is a matching between specialty setting and talents demand in ethnic areas. The basic ways of the study are to get the data of talents’demand from work units, students’ choices of majors and specialty structure in universities, then to analyze the problems in the above aspects and demand. Finally, recommending some suggestions to the impending issues. There are four parts in the whole study.In the first part, a research is conducted to estimate the demand of Tibetan-Chinese bilingual talents in Ganzi and A’ba areas in Sichuan Province by the mean of questionnaire and collective interview. The result of questionnaire shows that about 50%the employees are ethnic minority people; employment rate from their original province are higher than that of outside of the province. Employees that hailed from the original area constitute about 95%; the employees’educational background is quite low. It is learned from the interview that these two areas are in quite urgent need of Tibetan-Chinese bilingual experts, especially from the fields of Law, Medical, Science, Technology, Education, Managements and so on.In the second part, showcases an initial study of the general situation of the major application to universities and colleges from the students in minority areas who planned to study in ethnic universities and colleges. Teachers and managers of colleges are also included in this semi-structure interview. Secondly, a comparative analysis of the eight Tibetan-Chinese bilingual majors, that most of the 726 students from Northwest University for Nationalities and Qinghai Normal University derives from questionnaire. From this, it is learned that the biggest influence that affected the students’choice in specialties were parents’opinions, personal interest, employment consideration besides universities’ propaganda campaign and types of specialties. Lastly, it can be concluded that specialties offered by universities and choices by students, interacts with each other.In the third part are organization of the graduates’ development of Tibetan-Chinese bilingual majors is shown. It depicts characters and rules of the setting of Tibetan-Chinese bilingual majors, which is guided by the demand of talents. By studying of the subjects, types, major distributions and the enrollment plan of different Tibetan-Chinese bilingual majors in different ethnic universities from 2011 to 2015, serious problems in major types, major distributions and enrollment plan in major structures of Tibetan-Chinese graduate bilingual programs are identified. The main problems are haphazard establishment of majors, repetition of majors, duplication of majors establishment and short-sighted in majors’enrollment planIn the fourth part, based on the above mentioned three parts and also the analysis of the related beneficiaries, a finalized main issue is identified. Within this issue, there are the government, work units, students, teachers and universities. These are the pertinent parties in order to optimize the specialty undergraduate’s setting. Three suggestions are put forward, generally showing optimism of the specialty setting. The government needs to macro-control specialty setting, confederation of ethnic universities should be established and specialty group for Tibetan-Chinese bilingual majors should be organized.
