Over the years, the development of higher education in China hasimplemented the policy of "to follow with the economic cycle", so alongwith the continued development of China's socio-economic,undergraduate education, not only from the number need to meet thesocio-economic development, but also from the quality need to win thefirst edge.The gross enrollment rate of higher education in Tibet in2010is23.4percent. How to ensure training quality with expansion of scale, thereality of the economic and social development of Tibet apparently isunable to learn from the successful experience of the eastern part ofhigher education and economic and social development of positiveinteraction. The "12th Five-Year" plan put forwards "focusing on thebreakthrough on the capacity of enhancing self-development ", whichrequires Tibetan higher education to cultivate a certain quantity andquality of the high level of talents. In2010, among the students in Tibetancolleges and universities, the number of undergraduate students is morethan college students and graduate students combined, therefore, highlyqualified professionals in Tibet depends somewhat on undergraduateeducation in Tibet, and the improvement of undergraduate educationbases on the undergraduate professional settings and adjustments.Undergraduate education in Tibet started late, so the foundation isweak, teachers and management personnel are in great need. After50years development, in support of the central educational assistance policyto Tibet, undergraduate education in Tibet has been rapidly developed.Undergraduate education in Tibet has undergone enormous changes.Compared with other universities, higher education in Tibet shares similarproblems, but also faces its own special problems.During the year2000-2010, due to the elite group of aid Tibet staffas the key decision makers of the Tibet undergraduate programs settingand adjustment policies, the different educational philosophy anddifferent school of thought make it difficult to form sustainable and distinctive undergraduate program setting and adjustment policies.How to run undergraduate education in Tibet which is sparselypopulated, more than70percent of the population is in the agriculturaland pastoral areas, and how to train gradually more and more collegesand universities local staff of Tibet to become the main body of the elitegroup, and also go the road of Chinese characteristics in Tibet. The paperputs forward the measures on undergraduate program setting andadjustment from the perspective of the government level and universitylevel.
