| Education is a very important element of public services, and basic education is of particular importance because it is closely related to the development of children, who are considered as the masters of the future. For the school-age children, to ensure the quality of their education, the relevant public services is a necessity, such as lunch supply, school bus and special education for disabled children. In the United States, it is the duty of the school district that takes responsibility for basic education. With the help of the federal and state governments, as well as communities and all walks of life, the American students can get good and equal public services. This thesis attempts to supply from the perspective of public services, taking Platteville School District as an example, aiming to provide valuable references for Chinese elementary and middle school public services.This thesis is divided into five parts. The first part makes introduction to the background of the research, current studies going on home and abroad, difficulties and innovations and research methods as well. The second part introduces the related concepts and theories of public services of school districts. It makes a general description of the production and operation of school districts, the basic characteristics and the related theories of public services in the United States. The third part introduces Platteville School District and the institutions which provide public services. What’s more, it introduces and explains in detail the lunch supply, school bus and special education. The fourth part is about guarantee and supervision of Platteville. It makes analysis on the results brought about by school lunch supply, school bus and special education. And it also explores the multi-supervision which ensures the expected effects. The last part puts forward the enlightenment of American public school district service for China, in order to help improve the public services of Chinese school to the perfection. |
