Research On The Construction Of College Graduates' Employment Service System

Since the " expanding enrollment of university students" policy being implemented from 1999, the aim "boosting domestic market demand, stimulating consumption,promoting economic growth and easing the employment pressure” has been achieved to a certain extent. The development of higher education has entered a new stage, more people can enjoy a higher education, our national quality has been greatly improved. But at the same time, as the result of this policy, college graduates employment pressure has been gradually increasing in recent years, becoming a big threat to the economic development and social stability. Considering from the macro level, this is due to the decreased quality of graduates after the change of "elite education" to "mass education". The other reason is the rapid growth of the number of college graduates. Data shows that in 1999, the number of college graduates was only 159 million, while in 2015, the number of college graduates has reached 749 million. Within 16 years, the number of college graduates has increased by nearly five times, which contributes to the ever increasing unemployment rate among college graduates.Under realistic conditions,macroeconomic environment is unlikely to change in a short time, as the main carrier of cultivating college students' ability and the supporter for college students' job-hunting, universities provide the bridge which combines college graduates and recruitment companies, their level of graduates employment guidance count much in graduates' job-hunting. In this study, I use the relevant theory and knowledge of public management, combined with my internships experience in Cangzhou Normal College. First, I make an analysis on the status and influencing factors of graduates employment. Second, I make an introduction towards the current situation of the construction and operation of our college graduates employment guidance service system. Finally, on the basis of analyzing the issues which arise in the process of building Cangzhou Teachers College employment guidance services system. I put forward some recommendations on countermeasures to improve the system of career guidance service in Higher Education from five aspects including strengthening ideological and political education, improving the service system team, the way to improve the service system, enriching the content of service system, enhancing the construction of service information network.
