Application Research On The Budget Performance Of Transverse Scientific Research Project Based On BSC

According to the source of research fund,college research projects can be divided into longitudinal and transverse research. Generally, longitudinal research refers to the government and other administrative departments conducting funds to do research projects about a wide range of sophisticated technology or or a given area. Currently, to some extent,the amount of university research fund can be used as an important indicator to level the Higher Education. Therefore, colleges and universities are fully taping various resources to enhance the level of scientific research, striving for more research projects. With the increase of research projects, research fund also soars, which not only extends university’ s research strength, but also brings considerable income.With the improvement of marketization, market demand has gradually become objective of university research.This paper combine transverse research’ s characteristics and Balanced Scorecard evaluation function together. And referring to successful application cases of the Balanced Scorecard in Enterprise Performance Appraisal, the BSC will be applied to this particular research project so as to achieve the four dimensions of discussion of the Balanced Scorecard. In addition, this paper systematically analyzes budget performance affecting transverse research project evaluation in order to establish a research project budget performance evaluation index system of colleges and universities. Thereby, it helps establish a index system of university’ s budget performance evaluation.
