With the growing trend of global integration, mutual exchanges and cooperation between countries are more frequent. International talents are now popular around the world, which lead all countries to pay closer attention to education issues about international students. It has become more and more fierce to win more talents. To promote the development of the city and improve college teaching quality and scale, It is of great significance to further enhance the level of international oriented education and expand the scale of international students. However, how to improve the quality and the number of foreign students, many colleges and universities still can not find a suitable solution, neither can Chongqing University.Chongqing University is the key construction comprehensive university in Chongqing Provence which is directly under the central government in the west. In terms of receiving foreign students, Chongqing University starts relatively late when compared with other cities. In recent years, Chongqing Provence is committed to establish a international metropolis and education highland, and Chongqing University is also trying to make the world first-class universities by attracting increasing number of foreign students. Now, Chongqing Province gains significant achievements and breakthrough in scale and level of foreign students. But It is still quite backward when compared with the current education situation for students studying abroad in China,especially with other municipalities directly under the central government. So It is necessary for Chongqing Province and Chongqing University to thoroughly understand foreign students education situation, to identify advantages and deficiencies when further expanding scale, so as to set up a foreign student education system that can meet the needs of target and strategy.This thesis consists of four parts: the first part is the introduction that includes background, purpose and significance of the topic. It also introduces related research findings and summarizes the research scheme. The second part sets up panel data model using following index: the number of foreign students in 31 provinces from year 2008 to 2014 and the definition of "Pull" Factors. The third part mainly states the corresponding analysis based on the second part' model. The results show that the international openness, population, per capita education funding and the enrollment offoreign students have positive effect on selecting areas while the unemployment rate has a negative impact on it; Number of higher education institutions, the impact of GDP per capita and student/teacher ratio is not obvious. According to the results of the research and analysis and starting from the actual functions of the government and Chongqing University itself, It puts forward the corresponding enlightenment and suggestion on how to expand the scale of foreign students.
