Education is very important to a country, especially the primary and secondary school education. With the profound changes of the society, the primary and secondary school education has become an infrastructure project to improve the nation quality. The government of Shenzhen will invest a large amount of finance to the livelihood fields, including schools,hospitals and municipal roads, which have become the major investment. Faced with the larger share of fundamental construction investment in primary and secondary schools, what kind of standard to construct the schools has been the major problem, which is invested and controled by the government.There is an important significance to research and formulate the construction Standards which are appropriate to the education of Shenzhen and applicable to the actual demands.First, an appropriate construction standard is not just important project economical parameters to control the scale of investment, but also the basis to make the project proposal and feasibility study report. Secondly, an appropriate construction standard is important tool to build school standardized, ensures the fairness of education and promotes the level of education development. Finally, the construction standards have a great reference value to control and management the government investment at non-profit public projects. Therefore,the ultimate goal to research the construction standards of the primary and secondary school is to improve the conditions of the schools based on the efficient use of government financial investment, Thus promoting the primary and secondary school education to develop in a high standard, high quality and equalization way.This paper pays attention to the combination of theory and practice, and ensure the research conclusions to be practical and operational. The research methods including literature study, questionnaires, interviews, comparative analysis and empirical research.Under the premise of collecting a lot of information related to the construction standards of the primary and secondary schools, this paper makes the field research and interviews of typical schools in Shanghai, Wuxi, Beijing, and Hangzhou, then make the field research andinterviews of the primary and secondary schools in Shenzhen. This paper researches the needs of teaching rooms and construction contents, calculates the indicators of the campus construction area according to the actual needs of Shenzhen and the national also regional standards, proposes the construction standards after research the needs of the major rooms,which basis on the literature data collections and field survey results of the boarding high schools.By being compared with the national and regional standards and having informal discussions with people whom work at the department in urban planning, education,construction management and primary and secondary schools, this paper finally confirms the conclusions of reasonable research. Meanwhile, this paper measures and analysis the situation of urban land use in Shenzhen. And further analysis the situation of Shenzhen land based on the school practical case to illustrate the conclusions of practical operation. Eventually, it proves the research conclusions are reasonable and practical.
