The earliest rural boarding primary school was established in farming-pastoral areas, ethnic minority areas and remote economically underdeveloped areas. Since the reformation and opening up, especially at the end of last century, boarding schools were constructed from west to east parts with the structural adjustment of rural primary schools and secondary schools. It played a significant historical task in the process of urbanization. It was one of the classical models of compulsory education in the processing of urbanization. This research has a certain significant of boarding primary school.This research is based on the existing researchers on the boarding schools and takes primary school A of the Tonghe County which is located in Hei Longjiang Province as the research object. According to the China’s powerful promotion to the construction of the rural primary schools, this research will field survey and research. The author will use the methods of investigation and the interview on the spot as well as questionnaires. It also investigated the Primary school A’s educational and management issues attentively, in order to reveal the problems existed. Only in this way, it analyzes the reasons and put forward the solutions. On the other hand, the Primary School A can take the solutions as a reference to solve their problems. It can make the rural boarding primary schools to be able to growth and development.During the investigation, there are many boarding schools, which were limited by their problems in many aspects. The problems are as follows:in the security aspect, the boarding schools are lack of the basic facilities; in the accommodation aspect, the boarding schools are not satisfying. The healthy psychological education has just started. The ancillary infrastructures are not complete. The teachers are lack of energy and are all elder people. The communication and the relationships among the schools are more liked rural-to-urban instead of the urban-to-rural model. The rising of the teacher’s interests in their jobs are not reasonable.In order to promote the construction and the development of the boarding school of the rural areas, the management should be enforced and considered from humanization aspects. First of all, the macro policies of country should be a great help to the boarding schools. It includes the drafting laws related to the ensuring of the students’living and learning. Secondly, the management of the schools should be enforced. This indicates to be really students-oriented and multiply the financing channels to make students happily and growing up healthily. Finally, they should put high-lights on the teachers’professional development as well as their well-beings.
