In recent years with the improvement of living standards, more and more community residents participate in community sports. But the contradiction between people's growing demand and the lack of sports facilities is more and more obvious. But government is coming to realize the importance of the problem. The State Council of China issued many laws to promote the development of sports industry, which promote the community sports to a high place on the national agenda.The configuration method of China's existing community sports facilities is roughly estimated by the population of community residents, but every community has different residents' age group, occupation, and sports population. Apparently, the method is not reasonable in a community in which sports population is few, which makes current Chinese community sports resources still has some waste in the overall lack of resources. And the cost of facilities accounts for large proportion in the total expense, so the quantity planning for ‘fitness circle' facilities of city community sports is particularly important.This paper focuses on how to achieve the optimal quantity of facilities in community based on analysis of characteristics of residents. The optimal quantity of facilities can not only meet the demand of community residents' exercise, but also avoid the waste of resources. This paper mainly has three aspects of research work. First this paper focuses on analyzing the characteristics of queuing system in community sports center, which can help to confirm the applicable queue type and establish the facilities configuration and optimization mathematical model. Secondly, this paper applies the mathematical model to researching configuration of Dong Shan sport center in Jiang Ning district. The distribution regularity of community residents' arrival process and exercise time are analyzed with the method of maximum likelihood estimation and goodness of fit test. Thirdly, according to the facility configuration and optimization model, this paper analyzes the efficiency of current fitness path and table tennis and the optimal quantity of facilities from the perspective of average community residents waiting time and turnover rate. At last, this paper builds the simulation model of queuing system in public sports fitness circle by using Flexsim, the simulation model verifies the effectiveness of the proposed mathematical model. This paper can help government to carry out the "national fitness program" and promote the construction of community sports fitness circle.
