Much information as well as newly-emerging service,therefore, we must try to learn things that are new to us. During this process, how teachers do in education has been changing a lot. It was very important to explain those that students do not understand before. Recently, though, it is a duty for teachers to act out what they teach. Thus researches on training and studying of the educators along with the development of teaching. We find many theses on teachers in cities but those on rural counterparts especially in elementary schools are very few.With references abroad and within China, we decide to set all the primary school teachers, in Huangxing Town, Changsha City, as research objects. Questionnaires and interviews are our ways of survey. The paper launches from motivation and attitude of the instructors, activities and effect of their learning together with their situations and environment.We find out the teachers desire to get more but act slowly. They could also get access to kinds of training but the effect is dissatisfactory. The schools they work for are all well-equipped but the desire of learning is not strong. After anlaysis,found these problems are due to existing deviations in understanding of learning;lack of a Shared atmosphere in the learning process;lack of local environment to support teachers' learning and so on.Therefore, part four puts forward a plan for better learning activities of teachers. Promote rural primary school teachers' awareness of learning;Improve the system of learning and learning incentive policy;Improve the rural primary school teachers' learning behavior;The part focuses more on a more friendly learning platform for based on local culture.
