Education is the cornerstone of national rejuvenation and social progress. we must put education in the priority position for the national rejuvenation by science and human resource. Since the reform and opening up, China has made tremendous progress in education and compulsory education has made a major breakthrough.Since 1986 our country began to implement compulsory education at the beginning of the twenty-first Century, our country has made the goal of "two bases" come true and the penetration rate of Chinese nine years of compulsory education was over 95% and illiteracy rate dropped to below 4.1% until 2013.With the rapidly development of the compulsory education, the problem of unbalanced has become increasingly seriously, the most direct is reflected on gap of education funds becoming larger, and especially in the area of urban and rural areas and inter-schools and regions.At the same time, although our country compulsory education development is rapidly, but compared to developed countries' education goals, there is a big gap between our country's education funds accounted for the proportion of GDP and total amount of financial education funds accounted for the proportion of GDP, the measure index of education investment, with them, and also lower than the average level of the world. As for the education goals of our own education development, the performance in the education funds investment is also dissatisfied. The target, enacted in 1988 to the end of twentieth Century to achieve financial education funding accounted for 4% of GDP, has been delayed repeatedly. In 2012, the index reached4.08%, for the first time exceeded 4%. Obviously, our country's compulsory education is at a low level of non-equilibrium stage.Presented in "national long-term education reform and development plan(2010-2020)", in 2020, “improve the level of compulsory education comprehensively, developing the quality of education to reach the basic realization of balanced regional development, to ensure that children receive a good education".How to develop the education level from the current low levels of non balanced development state to ensure a good education for children and the basic realization of the higher level of regional balanced equilibrium stage in 2020, this is the issue thatevery education sector and the public interest.The Yunnan, Guangxi and Guizhou rocky patches collection is the region which is concentrated of the old, the young, frontier, and poor in one, which is the most complex, most types of poverty, the most widely distributed, the extent of the deepest areas contiguous areas, not only economic backwardness, but the development of compulsory education level is not high and extremely uneven. It's the short board belongs to compulsory the education development in China. Based on the human capital theory, theory of public goods, educational theory and balanced development of education theory for the study of the theoretical basis, combined with the education research at home and abroad, in this paper, I would select Yunnan and Guangxi and Guizhou rocky patches as the research object for study, proceed from the development of compulsory education in China where the most weak, and use a large amounts of data and the chart for analysis. Based on the basic compulsory education goal of compulsory education funding in 2020, I would to forecast funds of compulsory education form the supply and demand aspects, and to propose the implementation path from the lower level state of non-equilibrium to a higher level of equilibrium state.Through a series of qualitative and quantitative research, the final conclusion is:First, through the statistical analysis, I find that although the area economic development lags behind, the education investment level is low, but the education funds investment is large and the gap with the eastern region becomes smaller. Through the trend study of the area of student funding, we can judge that the trend of development in this area is from the lower level state of non-equilibrium to a higher level of equilibrium state.Second, through the econometric analysis model, we would forecast the compulsory education funding gap from the two aspects of the supply and demand in Yunnan, Guangxi and Guizhou desertification area and find that the area can achieve the balanced compulsory education goal comprehensively in regions and the development level can reach the national average basically.Third: through the calculation the compulsory education funding gap of the Yunnan and Guangxi and Guizhou rocky desertification area, it find that the path of comprehensive implementation of compulsory education equalization generally undergo through three stages: the low level of universal stage, transition stage and high quality equilibrium stage. At present, the development of compulsory educationin this area is in the transition period, during this period, the average cost of investment will increase significantly, while the eastern and western education development level disparity reduces gradually.Fourth, according to the equilibrium target, it would need to put three points forward for safety: increase the financial education funds investment, ensure that the "three increase"; to improve the public service system of education, strengthen the integration of urban and rural education; to perfect the system of education funds management and reform of education quality evaluation system.
