At present,there are some problems existing in teacher personnel of rural compuls-ory education,like unreasonable structure,overall low competency,etc,which are the critical fact ors hindering the balanced development of teachers in rural and urban areas.There are many r esearches studying on the buildup of ru-ral teachers,but very few of t-hem combined with the ory of distributive justice,a-nd just focusing on particular count-ies or boroughs.Based on the researches on balanced development of teachers in rural and u-rban areas in Wuming borough,Nanning province in Guangxi of China,this thesis found out several aspec ts embodying this fact.Firstly,unreasonable teacher structure in rural area.It includes unreaso nable ratio between teachers and stud-ents,with high ratio between c-lasses and teachers,and unreasonable disciplenes structure,with tremendous teacher sh-ortage in discipline of Music,PE and Art.Secondly,overall low competency of teachers.Teachers’ educational background in rural area is lower than urban area.There are mo-re senior teachers in rural ar-ea,who are o f weak professional ambition and motivation,which affect teaching quality.On the basis of research results,analyzing combined with Rawls’s theory of Distrib-utive Justice,this thesis concluded main reasons of teacher’s unbalanced development in rural and urban areas in Wuming borough are inadequate invest-ment in rural and urb-an compulsory ed ucation resulting from tiered management of education and finance,u-ndeveloped ranking an d titles system leading to un-matched title assess and teacher rec-ruitment,and unbalanced flo w of teachers be-cause of personal career pursuit.All menti-oned factors hinder the balanced development of teachers in urban and rural areas.Un-der the guideline of difference p-rinciple and principle of equal opportunity,this thesis pointing out the critical p-oint to solve this prob lem is to provide more support to rural a-reas on the aspect-s of policies and system.It comes up with proposed suggestions on in-creasing tea-chers’ wage and welfare,proving their positi vity,drawing up reasonablestaffing in rural primary and middle schools,improving ranking a nd tiles assess system,wo-rking out two-way flow policy to promote personnel flow,setting u palong-ter-m mechanism for teacher’s supplement and renovation,taking full advantage of all resources to s-olve teacher shortage in discipline of Music,PE and Art.
