In October 2015,the Fifth Congress of the 18th Central Committee of the Communist Party of China was held in Beijing.The congress first proposed five development concepts of innovation,coordination,green,openness and shared.Among them,shared development focused on solving social problems about fairness and justice,and is the essential requirement of socialism with Chinese characteristics.It is also the fundamental starting point and foothold of other development concepts.Centennial plan based on Education,education is the fundamental guarantee for the country to achieve prosperity and strength.The purpose of educational shared development is that try to make all people enjoy higher and fairer education.Nowadays,poverty alleviation is inplemented in full swing.So the education should also be supported.We should f.urther strengthen the educational poverty alleviation in light of the weak links in education.China is a multi-ethnic country with a total of 56 ethnic groups,55 of which are ethnic minorities.Although the number of minorities is less than 10%,the development of ethnic minority areas is closely related to the overall development of the country.China's ethnic minority education plays a very important role in promoting economic development and social stability in ethnic areas.Therefore,the country should attach great importance to the development of education in ethnic minority areas.Since the founding of PRC,especially since the reform and opening up,the Party and the government have always paid attention to the education of ethnic minority areas,introduced a series of policies to promote the development of education in ethnic minority areas and have made certain achievements.However,it is undeniable that,compared with other regions,the balanced development of compulsory education in minority areas still faces many practical problems and challenges.Taking the example of the Weishan Yi and Hui Autonomous County,Dali Bai Autonomous Prefecture,Yunnan Province,this paper focused on the realistic situation of the balanced development of compulsory education in Weishan County,Dali Prefecture,Yunnan Province,and to find out the problems in the process of balanced development of local compulsory education and the causes of these problems,exploring the effective path of promoting the balanced development of compulsory education in Weishan County,Dali Prefecture,Yunnan Province,and further exploring the enlightenment of the balanced development of compulsory education in Weishan County to realize the balanced development of compulsory education in minority areas,in order to promote the balanced compulsory education development in minority areas under the guidance of the shared development concept.
