China society is on a stage of booming urbanization. Millions of students from rural area go to city above county to study and live. Because of family background, education style and life experience, their learning motivation is different from students from county city. During the work, we observe that they have learning motivation problem and miss learning motivation. In psychology,we call the lack of learning motivation. In this article, the lack of learning motivation means that the lack, weakening or loss of the internal learners' dynamics in starting, maintaining and making the learning behavior develop towards some targets of a certain lack of targets, weakening or loss.This study uses MAAT. 750 students of junior middle school grade two from two county city middle schools are given out questionnaires, 698 effective questionnaires are taken back in all, including students from rural area 578, students from city 120. Then the data are counted and analyzed by SPSS 17.0. The results show that students of grade two of junior middle school from rural area are obviously lower than students of grade two from county city junior middle school in achievement motivation(including learning scene, skill scene, sport scene and living scene), facilitating tension of examination anxiety, avoiding failure motivation and request level, but they are obviously higher than students grade two from county city in personal responsibility. 30 students are chosen as experimental subjects by data screening and dialogue. In the field of intervention strategies, we mainly use self-determination theory and encourage to develop the students' sense of self-efficacy, and to promote the internalization of external motivation to achieve self-motivation; we do the individual interventions for those students who are seriously lack of motivation, and focus on promoting individual cognitive causal perception point into internal change, supplemented by emotional counseling.The test shows that intervention effect is very good through two months' intervention test mainly from cognition and emotion.
