A Study On The Developing Skilled Personnel In Yubei Area Of Chongqing

China plans to build our motherland into a manufacturing strong country these years, Chinese manufacturing industry 2025 has been explicitly addressed in 13 th Five- Year Plan. While skilled talents are the main point to ensure the plan, which have a critically important role in transformation form made in C hina to create in China. The demographic bonus is dropping while the labor cost is rising. As the economic structure is in the transitional stage, traditional made in C hina pattern is no longer suitable for the development of the whole country. The amount of skilled talents have a huge gap, and the whole quality of them is higher required. Chongqing is the strategic city in One Belt One Road plan, and Yubei area is the urban functional development zone in five major functional areas which started in 2013, thus lead to the important role of Yubei in building high-tech manufacturing industry. The economic restructuring would definitely bring challenge to employment for a long period, developing skilled personnel of the whole area will be faced with daunting chal enges.By using literature analysis and field study, this research summarized the main problems in social and economic development and the construction of the skilled talents staff, and discussed its deeper- level reasons on this basis. For example, the lack of skilled talents and irrational structure would restrict economic development in Yubei area, the incorrect opinions of vocational school students would lead to the shortage of talent supply and their poor qualities, the talents' low sense of social identity would affect healthy development of talents.To solve the construction of the skilled talents staff in Yubei area, this research put forward some advices according to the direction of economic development in Chongqing and relevant policies, and draw lessons from successful experience in German, Australia and America at the same time. Under the target of maintaining stock, attracting increment and reducing flow, four steps should be taken to ensure a talents team which is sufficient in quantity, good in quality and reasonable in structure. First of all, strengthening the leading role of government, reinforcing the management of enterprise, establishing a skilled talent staff team of reasonable and stable structure; secondly, building high-quality vocational school to supply enough students to their own area; thirdly, improving the social status of skilled personnel to create a harmonious social atmosphere. Through these measures to provide strong support for the development of socio-economic in Yubei area.
