With the constant advancement of reform and opening up and the vigorous development of market economy, the non-government funded education in China has experienced five stages of development, namely, “exploration starting,“steady development”, “vigorous development”, “shift from supplement to equal attention” and “classified management” in its gradual development. In August2015, the 16 th session of the NPC Standing Committee reviewed and passed the proposal of Education Law Package Amendment(Draft), according to which non-publicly funded schools and public schools have equal legal status, and nonprofit or for-profit legal persons enjoy the corresponding preferential policies in accordance with the registration. And this guarantees the school-running autonomy of non-publicly funded schools. This series of new policies will promote the progress of marketization of non-government funded education and the new pattern of competition will be established.However, behind of the development and prosperity of non-government funded education, its institutions management operation level is uneven and a great number of small and medium-sized education or training institutions still face a lot of development bottlenecks, such as weak corporatization operation ability, difficulties in education product research and development, hardship in keeping pace with the market demand and the lack of formal teacher training and incentive mode. These bottlenecks restrict the further development of non-government funded education industry. How to adapt to the development needs in the new situation and how to explore the competitive operating management mode will become the important task of the management for small and medium-sized non-government funded education institutions.The thesis, based on the consideration of the background and the present situation of non-government funded education industry and the analysis of the research results at home and abroad, will put forward the research topic of the organizational and operational planning to meet the development demand of Longshi Zhu Jiang Art School.The thesis first studies the external environment and internal conditions of the research subject and provides valuable reference for the positioning of organizational and operational planning design. In the school operational planning design, the thesis identifies the organizational development direction and target, plans and designs the curriculum system, services and value-added and business model, and offered a clear train of thought for the organizational operation development In the school organizational planning design, the thesis improves the organizational structure of different periods, clearly expounds the organizational culture, regulates the department functions, position responsibilities and operation procedure, and ensures the order of the operating.On this basis, the thesis designs performance rewarding system by combining the enterprise goals and personal goals. The organizational planning design will promote management and provide orderly safeguard for the development of scale operation. Finally, the thesis elaborates implementing guarantee from the aspects of resource, capital, the talent team and compensation performance so that the research results in the thesis could be practical for application.
