Since the middle of the 20 th century,Lifelong education was put in the world,up to the 70 s, the world groups' power push lifelong education has quickly become a worldwide spread education. Since the end of the 20 th century, with the global of knowledge economy and information, only stay in the thought of lifelong education has already not satisfy the demand of the social change,lifelong education has transferred to the practical level. In this paper, the research focus on the UK, not only Europe is the birthplace of the life-long education thought, but also it is one of the forefront country to combine theory with practice around the world.This research mainly uses the literature research method, comparative research method, historical research method and so on, from the study of the theoretical foundation and social background of the establishment of learning account system to carry on the overall combing. First of all, the paper explaining three development stages of the implementation of the study account system in 10 years. And then introduces the study current situation of the development of the learning account system, learning account system establishment has four purposes: make the learners to recognize themselves and get recognized by society, provide learners the correct course, reinforcement the awareness of learning cost and return, help to balance learners work and personal learning time; account applies to the object is all at the age of 19 years old of British citizens and local in the UK live for more than 5 years of residents of other countries. On learning the function department of account system to give support a national department for education and skills, learning and Skills Council, the UK Industry Research Institute and skills and financing institutions. Accounts of funds from the government, enterprises and individuals three aspects, the direction of its use in two: on the one hand is the low income social groups, on the other hand is people whose age is beyond 19 years old. There are 6 ways to open the learning account, and the four steps of the use of the target skills testing, selection of the corresponding courses, the cost of payment and the follow-up study of the course. The last is the study of the security of the account, on the one hand, the skills of the financial institutions will be on the study account data security protection, on the other hand, the external cooperation companies will also give the security of data security.Through to use learning account system for the overall analysis and in-depth study, summed up the English learning effectiveness of the implementation of account system: improve people learn enthusiasm, promote the small and medium-sized enterprise, employee training, promote lifelong education curriculum development, promote the development of the British Society of lifelong education. Are put forward at the same time this system has some problems: such as the system of planning and evaluation needs to be further improved, learners received certificate and national qualifications framework of matching needs to be improved, system in some of the computer for too cumbersome, is not easy to operate, during the operation of the monitoring mechanism need to improve. According to the above conclusions, combined with China's credit bank, summed up the English learning account system and Enlightenment to our country, pay attention to the concept of lifelong education implementation, focus on the development of regional demonstration mode, strengthen practice and line mechanism, perfect the authentication system and the system of monitoring and evaluating to the timely improvement.
