A Study On The National Key Universities Bylaws

The experience of the development of higher education in the developed countries tells us that establish the modern university system in line with the national conditions is the inevitable choice of university development. University system has exposed many shortcomings of existing in our country, such as administrative decision-making and the academic decision-making phase separation, the powers and duties imbalances and internal management system is not sound, etc. The university bylaws are an important component of the modern university system and the needs of the expansion of university autonomy. So the urgent task is to develop and perfect the university bylaws to implement the government’s macro management of university, clear the supervision of university and society, strengthen the internal management of university, real the academic freedom and professor managing, push forward the establishment and development of the modern university system.By the end of June 2015, the ministry of education has approved the eighty-four university bylaws. But for now, the social public doesn’t have a quite understanding of university bylaws, even don’t care. This study collected eighty-four 211 project university bylaws which have strong representative、pilot and research significance. University bylaws of the comprehensive university is thirty-two, and fifty-two university bylaws are of technology、agriculture and forestry、normal universities and university of financial and economics, involving various types of university bylaws.This thesis is divided into five chapters. First chapter mainly include the research origin and significance、the existing research results and some related concepts, then put forword research methods and content. Chapter two dig deeper into relevant theories, including the connotation、contents、value and its development course. The third and fourth chapter use text analysis method to analyze the content of eighty-four university bylaws, including two aspects, such as text form and content. The former refers to the present form and condition of university bylaws, including the text style and text structure analysis; The latter refers to using certain procedures and standards to analyze university bylaws, such as education aim, internal management system, academic institutions, teachers’ and students’ rights and obligations, as well as other important things such as funds, assets, external relations, and the revision of bylaws. The fifth chapter sums up the break through and problems of the construction of university bylaws and put forward suggestions for the modification of the bylaws through the comprehensive analysis of the eighty-four university bylaws.
