May 2015, Beijing-tianjin-hebei collaborative development planning framework is formally introduced, and puts forward a new functional orientation of Hebei province, including the new urbanization and coordinate development between urban and rural areas, Beijing-tianjin-hebei ecological environment support, industrial transformation and upgrading of the test area, the modern trade logistics ecological base.With Beijing Tianjin Hebei collaborative development planning, it will bring a broad and far-reaching impact to the city, who is the key of Beijing Tianjin Hebei economic circle and undertake the non capital functio-n of Beijing.Baoding is a populous and historic cultural city in Hebei Province, community education plays an important role of the city. Under the background of the Beijing-tianjin-hebei collaborative development plan and construction of learning society, the role of community education is more important, including the promotion to improve the quality of community members, promote the sustainable development of the community environment, population, resources, so as to make directly or indirectly contribution.This paper uses synergistic theory, community education theory and human capital theory as the theoretical foundation, mainly through interviews and case study method making analysis, discussion and summary on the achievements and problems of community education in Baoding. With the opportunity of Beijing-tianjin-hebei collaborative development, making Baoding city function repositioning, dislocation development, and puting forward relevant strategies. On the one hand,it can make a contribution for Beijingtianjin-hebei collaborative development; on the other hand, it also can promote the development of community education in Baoding, and provide some experience to solve the problem of small and medium-sized cities in the same type of community education and urban development for similar cities.This thesis consists of six chapters. The first chapter is the introduction; the second is the definition and theoretical basis of the concept; the third is the description of the investigation process of the status about community education in Baoding; the fourth is the summary of the achievements of community education in Baoding, from four aspects of community education institutions, community residents, community education workers, community education security mechanism; the fifth is about the problems of community education in Baoding City, which is about four aspects: curriculum setting, community education workers, community education guarantee mechanism and social atmosphere; the sixth chapter is the strategy design of the development of community education in Baoding, from four aspects of community residents, community education institutions, community education security mechanism and social atmosphere.
