Study On The Optimization Of Family Planning Public Service Of Grass-roots Unit Under The Background Of "the Universal Two Child Policy"

The twelfth session of the Standing Committee of the eighteenth National People's Congress has adopted the decision to amend the<People's Republic of China population and family planning law>."The universal two-child policy" started formal implementation across the country since January 1,2016 onwards.Under the new background, family planning work at the grass roots units how to change the work ideas, to contribute to the implementation of the new policy, deserve exploration and consideration. This research takes the Lucheng District of Wenzhou city as an example, based on the theory of childbearing demand, population equilibrium development theory and new public service theory,by consulting a large amount of information and a certain amount of practical investigation,and the use of qualitative and quantitative analysis, inductive analysis and other methods,analysis and research under the new background of "the universal two-child policy" on problems of family planning work in Lucheng District of Wenzhou City. Take the way from find out the problems, to analyze the reasons and then give suggestions. Then, based on the three aspects of government, society and individual, stratified analysis of the depth of the reasons for the problems, finally, combined with the cause analysis and questionnaire survey of the relevant data, to carry on the countermeasure research, put forward specific and feasible measures to deal with.This paper is divided into six parts:The first part clarifies the background,purpose and significance of this study, reviews the research status at home and abroad, introduces the research ideas, features and innovations;The second part first defines the concepts covered in this article,such as the two child policy,family planning public service and so on.Then expound correlative theories which this research be used.The third part mainly introduces the current situation of family planning public service in Lucheng District under the new background, including the status and characteristics of population development, contents of family planning public service, changes of family planning work under the new situation.The fourth part is to put forward the current problems of the public service of family planning in Lucheng District of Wenzhou city and the reasons of the problems. This article believes that there are three major problems in the current Lucheng District of Wenzhou City, including the convenience capability for masses handle family planning related matters is not high, the supply and demand matching degree of family planning service is not high, the confidence of masses in the work of family planning is not high. It is need to analyze deeply from the government level, social level, and the team of grass-roots of Family planning cadres.The fifth part is to analyze the data of the sample survey on the demand of family planning service in Lucheng District of Wenzhou city,and get some enlightenment from it.The sixth part is to put forward the optimization measures of family planning public service in grass roots under the background of "the universal two-child policy". Including the government level need to clarify the rights and responsibilities,and also need to improve the incentive mechanism, and to consolidate the status of the family planning work and so on; The social level should vigorously promote the development of maternal and child health care and pension industry; The team of family planning cadres level, need to improve the quality of family planning cadres of grass-roots and so on.
