Since the Central Committee of the Communist Party of China and the State Council issued the "Instructions on Further Improving Family Planning Work" in1982,which established family planning as a basic national policy,China's strict birth policy has been implemented for more than 30 years.Over the years,our country has continuously improved its family planning policy,and has embarked on a path with Chinese characteristics that can solve the population problem in a coordinated manner.Under the situation of underdeveloped society and economy,it has effectively controlled the excessive growth of the population.With the development of social economy,the change of population structure has put forward new requirements and challenges to our country's population and family planning work."The large population base puts huge pressure on resources and environment" is no longer the main contradiction of our country's population problem.Instead,it is the disappearance of the demographic dividend,the aging of the population,and the imbalance of the sex ratio at birth.Our country's fertility rate has also undergone a rapid change from high to low.In 2015,the Fifth Plenary Session of the 18 th Central Committee proposed: promote balanced population development,adhere to the basic national policy of family planning,improve the population development strategy,and fully implement the policy that one couple can have two children.This means that our country's family planning policy has entered a new era,and the "comprehensive two-child policy" has been formally implemented.The focus of family planning has also shifted from management to service.The township family planning department is the micro-foundation and the specific implementer of the family planning policy.In the process of our country's family planning policy shifting to service in the new era,the service of the township family planning department appears to be particularly important.However,due to various reasons,certain services have been absent in the work carried out by the township family planning departments after the "comprehensive two-child policy" was liberalized.This article takes Town C of J County as the research object,and first introduces the concept definition and theoretical basis related to the background of the "comprehensive two-child policy";secondly,it introduces the current status of family planning services in Town C,including basic overview,institutional settings,and challenges.And the main methods;focused on the analysis of the shortcomings and reasons of the family planning service in Town C,and explained that the existing institutions have unclear powers and responsibilities,inaccurate statistical data,imperfect maternal and child health care system,and special family assistance system that is a mere formality And other issues,analyzed that these problems are mainly caused by the failure to form a common service concept between the departments,the imperfect supervision and evaluation system of family planning cadres,the lack of talents and funds,and the lack of a collaborative service mechanism for cooperation between the government,social groups and special family planning families.Finally,it puts forward specific countermeasures to improve the level of family planning services in towns and villages in terms of strengthening the construction of hardware and software facilities,building a health care department assessment system with clear powers and responsibilities,improving the collaborative service capabilities of various departments,and enhancing the effect of family planning publicity.
