Research On Grassroots Family Planning Services Under The Comprehensive Two-child Policy

In 2016,China officially implemented the comprehensive two-child policy of “a couple can have two children”.The focus of work has also shifted from the “controlling population” in the past to reforming and improving the management of family planning services,paying more attention to caring services,legal administration,and policy guidance.The new requirements for family planning work are in line with the concept of building a service-oriented government in China.Therefore,how to provide good family planning services and improve people's satisfaction is an important issue that needs to be solved at the basic level of family planning workers.This paper takes the A District as the research object,adopts methods such as consulting literature,questionnaire survey,analysis and induction,etc.,sorts out the history of family planning service management changes,and combines the development of the new policy after the implementation of the self-flow well area,and proposes a comprehensive family planning service after the two-child policy.Looking at the policy level,the relevant supporting policies are still not perfect.From the perspective of the government,there are problems such as the incompatibility of functional positioning with family planning services,the incompatibility of service contents and demand,insufficient innovation in publicity and education methods,backwardness in the means of comprehensive management of gender ratios,and the weakening of government guarantee mechanisms;From the perspective of society,there are problems such as low levels of people support and participation.Finally,after applying the new public service theory and localizing it,the paper adopts the principle of “government leading,perfect supporting policies,and full participation of the society” as a way of thinking,starting from the three aspects mentioned above and proposing to solve the family planning service at the grassroots level in the new situation.The method and path to improve the people's satisfaction with family planning services,promote the full implementation of the comprehensive two-child policy,and actively promote the construction of service-oriented government.
