Analysis Into The Willingness Of Households And Influential Factors For Hollowing Village In Chengcheng County

"Hollowing village" transformation is an important measure to save the land. Firstly, this paper analyzed the cause of the hollowing village of Chengcheng County. What’s more, do field research by combining questionnaire method and interview method in the typical hollowing village like Zhuangtou Town which we selected. Then on the basis of the survey of the willingness to transformation of households on "hollowing village",The influence factors on the impact of "hollowing village" transformation of the willingness was combed. Quantitative analysis was carried out on the factors selected by the regression of binary logistic model. The influence degree and the influence direction of the selected factors on households’ willingness was defined, and the counter-measures and suggestions were put forward based on the analysis of the model.The survey on the willingness of households to transform shows that:(1) The vast majority of households are willing to transform, and they hope to get a one-time funding compensation, rather than the new homestead or other forms of property, only individual households hope to get a new homestead. (2) Although the "One household, One housing" policy was well known among households, the households who wants the fund compensation expected to attend 25,000 to 50,000 yuan per homestead.(3) The majority of the households who wants to get the help of the local government to set their new homestead nearby the old homestead they owned.(3) The vast majority of the sample households support the policy, since the land policy of linking the increase in land used for urban construction with the decrease in land used for rural construction was implement in Chengcheng County in 2008. (4) In the transformation of hollowing village, what’s the households wants most is to get the fund support of the government, followed by is unified planning, policy support and so on.The influencing factors of households’willingness to transform were analyzed by the egression of binary logistic model shows that:These factors, such as the distance from the "hollowing village" to the center town compensation, how to raise funds, whether to accept the project of linking the increase in land used for urban construction with the decrease in land used for rural construction and so on, had a significant impact on the transformation. While those factors, such as move into the apartment or not and the land use after the transformation, has little impact on the transformation result.To promote the improvement of the hollowing village, there should be a unified policy, and avoid conflicts between different policies. Make reasonable compensation policy according to households’ wishes, take Chengcheng County for example, a certain compensation should be given to households based on the location conditions. According to the type of hollowing village, choose different organization methods. For the relocation of the whole village, the government should be a unified organization, the land can be reclaimed land collective transfer or contract, the contract will be given to the original home base users. For the scattered old homestead, we can refer to the "Di Piao" Model of Chongqing,encourage households to self reclamation, suggested government give priority to the acquisition of the new construction land index produced by reclamation.compensation standard price and unified reclamation flat, keep the balance between different ways.
