Scientific Literacy Education has become the hotspot in science education reformation of new century. How to understand and explore the scientific literacy 's forming course in chemical teaching is the key tache to realize the new teaching goal. This paper discusses what is scientific Literacy and based on this, expound the basic meaning, status, function of chemical scientific literacy and the importance to carry out it. Chemical scientific literacy is composed of three parts: chemical basic knowledge and skill, chemical science ability and chemical science quality, chemical science ability is the nucleus. Study on chemical scientific Literacy Education, accord with training innovating will and practice ability, it can provide foundation on diathesis education and it also accord with college admission test.Introduce the present situation of scientific literacy . Analyse the status of scientific course , science education reformation project ,characteristic of science education of England and american.Our country pay more attention to chemical scientific literacy education now , it should reform course structure,teachingmaterial and teaching method ,think much of experiment teaching.Choose training chemical science method and experiment ability as the breach of this research, and explore in chemical teaching. Indicate the basic way of training chemical science method: (1) take solving problem and diacussing as teaching method; (2) introduce chemical devolop history; (3) using experiment means; (4) strengthen exercises training.If we want to improve student,s chemical experiment ability,we should: (1) provide more chance to do experiments themselves; (2) strengthen experiment's exploreing nature; (3) take solving chemical problem as purpose,training students to design experiment's project .Take hydrocarbon's derivative as teaching content,set up "induct-discover"teaching mode,establish the goal of chemical science method and experiment ability .Link with organic chemistry ,train the students's experiment ability .The practice result indicate that We can use "induct-discover" as the basic teaching mode .It can effectively improve the student's chemical science literacy.Finally, this text expatiate three principles on how to evaluate chemical science literacy. Three principles are: many dimensionality principle expansibility principle and determine the nature and quantification principle.
