In the context of China efforts to promote the modernization of higher education governance system and governance capacity,the separation of management and evaluation reform has become an important issue in higher education reform of China.The essence of the separation of management and evaluation in higher education is to divide the traditional centralized administrative power of government into the educational administrative power,the autonomy of colleges and the evaluation power of social evaluation institutions.“Management review” separation to clarify the government,universities,social evaluation agency relationship between the power and responsibility,not completely the connection between the fragmentation of the three,according to the principle of organic unity the management,the relationship between the power and evaluation power refactoring,establish cooperation should be plural pattern of the higher education of the new public administration,it is not just a single demand and government decentralization,and relying on the thought of collaborative governance,explore the new "management review" separation reform path.This article from the perspective of collaborative governance depends on the legal theory,stakeholder theory and public choice theory,in the first place in the higher education to clarify "do a review of the separation tube" reform policies,on the basis of the emphasis and key points of the system of higher education management system on exploring the crux of the problem and root cause,clear the higher education "do a review of the separation tube" motivation and essence of the reform of higher education in China are summarized in the process of development,because the government’s administrative mode and the centralised education management system caused by the government,colleges and the inequality of the status of third-party evaluation institutions,universities and social evaluation institutions lack of voice.At the same time,it points out the significance of the separation reform of higher education.Secondly,based on the legal rights attribute and legal rights relation of the government,universities and independent evaluation institutions,the paper defines the respective functions of the three subjects in the reform of education separation of management and evaluation,reconstructs the relationship between the three subjects,and discusses the approaches of the linkage and functional coordination among the three subjects of separation,management andevaluation.In this paper,the government macro-management of education is the main function of steering rather than paddling,to achieve the government service-oriented and cooperative governance.Under the administration of the government,colleges are short of vitality,and need to improve their autonomy in running schools and enhance their vitality.Due to the limitation of their own ability and the obvious administrative action of their operation mechanism,social evaluation institutions should ensure their independence and realize the diversification of evaluation subjects.Finally,this paper discusses the higher education based on the separation of management review the implementation of collaborative governance path,including: government is characterized by macro management of collaborative governance concept,is characterized by social justice independent evaluation of the third-party participation,run independently and push for colleges based on the corporate perspective contractual governance mode,optimize and expand the financing channels and so on several aspects of higher education.
