At present,the primary model of higher education third-party assessmen has been developed in China,and some institutions have developed good situation and acquired certain social reputation and influence,and can play a positive driving role in the quality of superior education.However,as a whole,it see ms that the third-party assessment is slow in development,lacks strong instituti onal guarantees,there is a series of obstacles such as serious financial depende-nce,and the professional and scientific nature of the assessmen system cannot convince the public.In recent years,the government has continued to simpliy i ts administration and decentralize its power.Under the reform concept of “se-p aration of management and evaluation,” through the commissioned purchase of third-party assessment services,and actively supporting the development of third party assessment agencies,the current stalemate in the field of higher edu-cation assessment has been broken.It also brings third parties an opportunity to assess change.In this context,this study considers how to improve the over all construction of third-party assessmen systems for higher education.The full text is divided into six parts:The introduction mainly explains the reasons and significance of the resear ch,the current situation of research and the research ideas and contents,so as to make it easier to master the basic information of this research.The first chapter mainly introduces the basic problems of the separation of management and the third-party assessment system of education.Define the core concepts involved,including the concepts of third parties,evaluation and so on.The purpose of the analysis of the separation of the evaluation of the management of the new society and The Times will help to grasp the construc-tion requirements of the third-party assessment of education.This paper expou-nds the role of the third-party assessment of education,helps to understand the role of third-party assessment on the scientific development of education.A nalysis under the background of tube to do a review of the separation of the necessity of construction of higher education system of the third-party assessme-nt,think the construction of higher education system of the third-party assessment is the necessary requirement of the development of higher education,to be able to respond to diversity of interests demands and promote the reform of public management paradigm.The second chapter on our country's higher education present situation of the third-party assessment,on the basis of analyzing the current problems existi-ng in the higher education third-party assessment,low think its authority,auto-nomy is weak and lack of market competitiveness to attribute the causes to evaluate policies and regulations is not sound,the slow process of specializatio n of the third-party assessment,transformation of government functions,the slo-wness and exclusion of the traditional culture environment four aspects.The third chapter is based on the comprehensive analysis of the separation of management and evaluation and the third-party assessment system of higher education.The third-party assessment system for higher education is divided into two parts: theory and experience.The theoretical basis is to use the theory of new public management,principal-agent theory,and governance theory as the theoretical support for tertiary education evaluation systems in higher educa-tion.In terms of empirical basis,we have analyzed four countries and regions with distinctive characteristics,such as the United States,Japan,China's mainl and and Hong Kong,and explored its useful third-party assessment system for higher education.The fourth chapter involves the research on the construction system of thir d-party assessment system in higher education.On the basis of a comprehensive analysis of basic issues and domestic and foreign practices,the third-party ass-essment system for higher education is proposed,and third-party assessment sy-stem is divided into two parts,assessment system and guarantee system.,and the assessment target,purpose,content,and indicators Starting from the dimens-ions of methods and methods,we will proceed from the government,the market,universities and the environment to build a third-party assessment system for tertiary education.On the basis of the research,the remaining part puts forward the future tr end of the third-party assessment for higher education,summarizes the innovate-ons and deficiencies of the research,proposes the future research prospects,in order to further improve this research.
