| Economic growth increasingly depends on knowledge innovation and the quality of talent in modern society, and national competition of comprehensive national power ultimately depends on the talent advantage. Society needs education to meet the demand of the country's economic development for talent. So, the quality of education directly determines the quality of talent, and counselors are the key to improving the quality of personnel training.College counselors are the backbone for university students in the field of the ideological and political education, and they are also the instructor and guider for the college students'healthy growth. General Secretary Hu Jintao made it plain that, to arouse the enthusiasm and improve work efficiency of College counselors, we must take effective measures from all sides, such as thinking, institutional mechanisms, well-defined policies, and personnel training, etc. Institutional mechanisms and policies include appraising the counselors'performance. Through the performance appraisal, we strive to make counselor team more vigor and vitality by authorizing the better, eliminating the laggard, encouraging the aspirant, and spurring the slacker.For the past few years, with the deepening reform of higher education, theory and practitioner have done many researches on the performance appraisal of college counselors. Most researches describe the conception of performance appraisal of college counselors briefly and qualitative, and point the problems, current situation, the purpose and content of appraisal. But these researches failed to make the in-depth analysis of the entire system, and there are some problems in theory and operation.This paper guided by related theory of performance appraisal, including eastern motivation,systematology and informatics. First of all, we learn from domestic and international experience in performance appraisal of college counselors. Then ,take the Hunan Institute of Engineering for example, analyze and summarize the status,characteristics,problems and their causes of the performance appraisal of college counselors in our country. At this stage, the performance appraisal of college counselors in our country has two big problems: the first is appraisal index system is not quite scientific, and it can't adequately appraise with qualitative and quantitative index; the other is the subjective and objective factors restrict the reasonable use of performance evaluation results. The reasons leading to such problems are: It is difficult to standardize the counselors'job involvement accurately; The designing of qualitative indicators lacked specific standards; people generally do not attach importance of appraisal training; performance appraisal does not match the evaluation mechanism; the feedback of appraisal results does not used fully; and so on.Based on the results of the research, we draw up six first class indexes by use of 360-degree performance appraisal method, with combination of characteristics of college counselors. These six first class indexes are counselor competence, ideological and political education of students, construction of study style, daily management, work results, the other job. On the base of each first class index, we draw up related second class indexes, and then set up the weight of each indexes by the means of analytic hierarchy process. The weights of first class indexes are: 0.06, 0.16, 0.28, 0.34, 0.08, 0.08. Thus, we build a Chinese college counselors performance appraisal index system. Last, we use the system in practice, and analyze in practice, then give some proposes in how to create a favorable environment for counselors'performance appraisal, how to establish scientific and reasonable performance appraisal system and incentive system. |
