The opinion on strengthening and improving the ideological and political work of colleges and Universities under the new situation has been issued by the Central Committee of the Communist Party of China and the State Council In February 2017.The opinion stressed that we should strengthen the specialized ideological and political work in universities and colleges,promote the reform and innovation of ideological and political work,and improve the mechanism of counselors’ evaluation and appointment.In August 2017,the ministry of education formulated the regulations for the construction of counselors in Colleges and universities,abolished the regulations on the construction of counselors in Colleges and universities issued in 2005.This series of changes shows that at the national level,more and more attention is paying to not only the ideological and political education in Colleges and universities,but also the construction of the counselors’ team.New regulations have been put forward for recruiting,training and developing,as well as management and assessment of counselors.The introduction of documents provides a good operation mechanism for the construction and development for counselors.The performance assessment mechanism of the counselors established by ordinary universities in China is still in the primary stage,and the practical problems are still exist.For example,there is not enough attention to be paid on the results of the assessment,the feedback mechanism is not flexible enough,neither as the application.Assessment is not actually working,and it does not play an incentive role.The new regulation pointed out that colleges and universities should establish assessment methods of counselors according to the professional standards of counselors,and improve the evaluation and system of the counselors.Therefore,this paper is aim to study and optimize the assessment system for WS instructors in this situation.Under the guidance of the new regulations,this article collects and analyzes the theoretical knowledge and references of a large number of performance assessment and counselor team construction.Then,using the collection of theoretical data and concrete practice,combined the current status of performance assessment in WS college,found out the problems and analyze the reasons for their existence.According to the principle of setting up the performance appraisal system,he new ideas are established.This article is trying to use all aspects comprehensive evaluation method and KPI key performance indicators on College Counselors’ work duties,making the job description,evaluating index and establishing evaluation qualitative index and quantitative index library,selecting the appropriate indicators and getting the weight of indexes and two class indexes,then using AHP method in the evaluation system and fuzzy evaluation method,constructing judgment matrix,model test,finally through the assessment results of fuzzy comprehensive evaluation.At the end of the article,performance feedback is carried out and the feedback results are applied.So as to optimize the team of counselors and improve the overall work efficiency of the counselors.The author of this paper is a full-time counselor.This paper is based on the actual situation of the author and the new counselors’ construction regulations,we carried out the research and designed of performance appraisal for counselors.Through the practical experience of the author and the statistics of the relevant personnel of the WS College,the reasons for the existing problems are found out.Then a new performance appraisal system is built for the reasons.The purpose of the new system is to overcome the problems of unclear understanding,and subjects,inaccurate indicators,unscientific examination cycle and insufficient examination feedback.The purpose of this paper is to put forward the optimization thinking of performance appraisal for WS college counselor team construction,so that performance appraisal can really play its role,so that performance appraisal is no longer be a mere formality.Performance appraisal can reflect the strengths and weaknesses of counselors.Give full play to the advantages and make up for the disadvantages.The conclusion of this study is that the performance evaluation system of the college counselor is necessary and effective,which is also beneficial to the improvement of the work performance of college counselors.
