Under the directive of Third-Year Plan[2014-2016],preschool education in poor areas has been given strong support. But the policy favor expansion of kindergartens at the township level for peri-urban or urban populations, preclude delivery of preschool services to remote,hard-to-reach villages, where there are 5-6 million children and spread out in over 100 thousand villages. From the perspective of traffic accessibility, this paper discusses the impact of traffic accessibility on the access of educational resources in low traffic accessibility areas. In order to achieve the purpose of research, the researcher interviewed some volunteers who worked in the Village Early Education Center in order to have a deep understanding of the reason why their children cannot access to preschool education. Then compare the traffic accessibility differences of county, towns and villages by using the GIS spatial analysis method. After that, the researcher introduced four models of developing preschool education in low traffic accessibility areas. Finally, the researcher found that it is practical to develop preschool education in low traffic accessibility areas which is illustrated by the case of Village Early Education Center, whose operation and developmental outcomes has been demonstrated. The study found that:not only has the Village Early Education Center solved the problem of traffic problems in hard-to-reach areas, but ensure the early childhood development, which prove the great feasibility of Village Early Education Center. The researcher put forward suggestions from two aspects based on the demonstration of all feasible models of developing preschool education in low traffic accessibility areas and evidence from qualitative analysis above.
