The key to education reform is education quality monitoring and the evaluation of teacher performance and competence.Combined theoretical research from domestic and international source with kindergarten teacher's current situation in our country,researchers constructed the theoretical model to evaluate kindergarten teacher's competence by way of the Kindergarten Teacher's Competence Evaluation Scale.After collecting the evaluation scales from 1,013 Chinese kindergarten teachers from 11 provinces,researchers utilized the classical test theory;item response theory;and generalizability theory to analyze the reliability,validity,discrimination and difficulties.Results indicated that:1.Kindergarten teacher's competence contain seven dimensions:self-directed development,career planning,self-reflection,belief and mission,teaching tactics,interaction between teacher and child,and teaching research.According to the model,researchers developed the Kindergarten Teacher's Competence Evaluation Scale to perform the test analysis.2.The results of the classical test theory analysis show that the factor structure of Kindergarten Teacher's Competence Evaluation Scale's reliability is extraordinarily high(0.96).From the perspective of those statistics,the evaluation scale is an effective strategy to evaluate the competence of kindergarten teachers.3.In regard to the item response theory analysis the results showed that the subject "discrimination A" of the scale is high,and the value range of all items is reasonable yet relatively small.The subject "difficulty B" of items indicated that 85.7%of all criteria met the requirement of difficulty,and 91.8%of the scale items met the requirement of information quality.4.The results of the generalizability theory analysis showed that the overall reliability of Kindergarten Teacher's Competence Evaluation Scale reached a very high level(0.96),but that the career planning dimension has irrelevant results.Meanwhile,contributions from the aspect of teaching research,interaction between teacher and child has the highest potential to succeed.The career planning strategy is not as effective.In order to differentiate between the competence of the analyses,the results clearly showed that the career planning dimension is low in all relevant categories;it exuded small differences between the variance contribution degrees of the analyses to the total score of the scale;the factor's proportion of the assignment to each factor also contains little differences;and to distinguish the self-directed development competence ratio is ineffective.Although the generalized coefficient of the Benchmark model reached a high level(0.81088),the improvements of the double model and triple model were not significant in the overall analyses.5.Based on the analysis of educational measurement theory,researchers removed 11 items of the scale,they found that the statistics from the modified model of the evaluation scale is more suitable to the study and has a higher rate of stability and reliability in evaluating the performance of kindergarten teachers.Based on these results,some suggestions are proposed to form as a guideline for the process of promoting the every teacher's competence evaluation.
