Study On The Vitality Of Community Social Organizations

Under the background of social transformation,grassroots community plays an important role to achieve the goal of social governance modernization as the micro-field of social goverenance.However,the complex relationship in community governance between government,market and society and administrative inertia in governance tend to lead community social organizations to the dilemma where autonomy and resource dependency can't be exit simultaneously in the specific practice.because of that,it's an important manifestation that how do the community social organizations obtain resources for development under the premise of maintaining autonomy and independence.On the basis of that,this paper chose C Community Mutual Aid Association in N City as the research object to analyze which strategy it takes to Maintain autonomy and sustainable development in internal management and external social interaction.This paper attempts to analyze the development strategy of C Community Mutual Aid Association in internal development and external social interaction through collecting a large number of first-hand data,literature and related news.In the internal management,it takes the strategy of market operation and flat management to achieve the innovation of management system.Horizontal interaction with the external environment strategy includes:guiding residents to take an active part in community activities,taking an equal consultation with other organizations in the community and encourage founding more associations,building public interest cooperation and resource sharing relationship with organizations outside.Meanwhile,it maintains an positive relationship with the government in vertical interaction by administrative circumvention and feedback actively,which creates an relative autonomy space in its specific practice:Base on those,the researcher summarized its experience of development and analyze its advantages such as institutional environment,social environment,hematopoietic mechanism,mobilization strategy,authoritative foundation and other factors,and found that the organization is lack of professional social workers and community work skills,facing supervision mechanism oversight,as well as high risk of agency staff loss.After that,we discuss the applicability of civil society theory and corporatism theory in the development of community social organizations.Last but not least,this paper put forward some suggest to explore the possibility of social work intervention:establishing professional social work team and forming community support network,strengthening professional training of social work and improving their service ability,learning from social work supervision mode to improve supervision mechanism,adjusting job duty and pay reasonably to strengthen their organizational identification.
