Research About "Three Social Linkage" Pattern In Community Governance

Community system has become the main mode of social governance.Community system can improve the participation of residents to a great degree,as well as promote community governance to achieve diversification,but by the impact of historical and political factors,there are many problems under community system mode,for example,the administrative tendency is evident,and the function of multiple subjects is insufficient,and predicament exists in community autonomy.In response to these problems,the government begins to explore new modes of community governance actively.In this context,the "Three Social Linkage" model emerges as a new model."Three Social Linkage" has been first introduced to Nanjing since 2008.Up to now,operating results have been fully demonstrated after six years.Then,how "Three Social Linkage" pattern generates?How does it inherit and develop to the traditional mode of governance?Can it promote the development of the community?What problems may governance subjects emerge in the linkage process and how to solve them?How to improve the linkage between governance subjects?Based on this consideration,this study selects M community which implements"Three Social Linkage" first as a research object,and grasps the basic situation of the community through field research,After interviewing the community secretary,staff,community organization leaders,community social workers and community residents,the author understands the present operation conditions,the problems and difficulties,and based on this,the author analyses the causes and the targeted strategies.The study finds that "Three Social Linkage" has a lot of performances,such as deepening of the governance ideas,increase of the governance subjects,and enhancement of community autonomy.But some problems accompanies it,from the perspective of governance ideology,linkage is not strong;from the perspective of the governance body,the linkage relationship is not strong;from the perspective of the control results,the linkage effects need to be enhanced.The author believes that three reasons lead to these difficulties,including unreasonable resource allocation,unprofessional services offered by neighborhoods and community organizations,inconsistent service target and interests,and unequal governance subjects.To solve these problems,this study proposes the following solution strategies:First,improve resource allocation mechanism.Government perfects laws and regulations on social organizations,and regulates their behaviors on the provision of services.The government should treat and support top-down and bottom-up social organizations equally and also increase the intensity of financial support to community organizations,and support community organizations by ways such as philanthropy projects to eliminate their worries to future.Second,build a unified service goal.Communities understand their own position,and restore the purpose of the community people governing the community.Social organizations get rid of dependence on government resources,adhere to their own welfare and non-profit,and provide demand-driven services to community residents.Third,Improve the mechanism of balancing interests.The Government takes the views of vulnerable groups into account when formulating policies.Social organization and social workers have to take the task of passing residents' demand to the government and to develop a policy which can meet the residents' demands to maximum extent.Fourth,Construct multi-subjects cooperation mechanism.The government actively transforms and recovers functions transferred to communities,and restores the functions of autonomy of the community,and cultivates the development of social organizations and social works.Social organizations and social workers need to strengthen social responsibility and clear respective duties and promote the development of "Three Social Linkage" by cooperation.Fifth,divide responsibilities of every governance subject clearly.By dividing their responsibilities,every governance subject can clear their responsibilities so as to achieve better cooperation.
