Compulsory education is a basic right of state law gives every citizen,balanced education is the value orientation of modern human society.Proposed the implementation of nine year compulsory education exist many deficiencies in this paper on the structure began to mentioned several related concepts of education,the related concepts discrimination,in order to better define the balanced education development direction and measure.In our country,education is not balanced performance diversity and uncertainty,the basic change with the degree of economic development.In the underdeveloped areas for education in the form of worry,and developed areas have focused on the content and meaning of education.Education is not balanced performance embodied in guaranteed money,people,etc.the hardware setup and management software.In terms of capital,although outlay investment in the compulsory education in the long-term growth,but there are still some problems to be solved,specific performance:
