On the basis of investigation on the status of the development of compulsory education in N County, it analyzed the reason of the government’s role in balancing the compulsory education development in the urban and rural area and the location of basic level government.The full text is divided into four parts:The first part is the related concepts and theoretical analysis: the balanced development of the compulsory education and the role of the government are defined, and the education equity theory, public service theory and the theory of public product is expounded. It is crucial for government in to allocate and deploy the educational resources in this process. Education is an important area of public service. In addition, the author also listed three domestic successful cases, namely the establishment of joint education, high standard boarding primary school and school district school running mode. The author thinks that the successful experience can provide very useful reference for our government to promote the development of compulsory education equalization.The fourth part reshaped the grassroots government role in the balanced development of compulsory education: mainly analyzes the role of the grassroots government in the balanced development of compulsory education and the realization path of grassroots government role remodeling.
