China’s three decades of successful reform and opening-up, our country has made great achievements in the theory of ruling by law. However, compared with its research, it also needs to be further improved practice in the rule by law. And in order to improve a country’s rule by law in practice, it depends on self-perfection of civil law attainments. College students, as an important part of the citizens, are the future builders and successors of the motherland,as the backbone of the great rejuvenation of the Chinese nation,whose level of civic literacy will not only affect their life development in the future, but crucially influence the development of motherland and the realization of "Chinese dream" as well. Therefore, this paper puts a new horizon---“China governed by law” as a point of penetration, gradually expand the elaboration in three parts. First of all,the author states the valuation of civic education in college from the perspective of “China governed by law” by making some interpretations about academic concepts of law,citizen,civil education etc. Second, based on the present urgency of civic education in college, combining the perspective of “China governed by law”, the author puts problem analysis and discovery from the current situation of civic education in college, for the purpose of studying its problems and causes. Third, the solutions will come forward at the problems and causes in the civic education in college. In its process, we should make a connection among social education, family education,school education and undergraduates’ self-education based on the current situation, exploring the effective ways to achieve the civic education in college from these aspects in the new period of “China governed by law”.
