In the process of the popularization of general high school education in China, limited by the current college entrance examination policy and talent selection system, the basic task of the general high school "preparing for study" determines the phenomenon of "homogeneity". This is the effect of the current college entrance examination system and the high school student market (parents and students) needs a self-adjustment. However, the analysis of opinions on social public opinion and policy criticism shows that "homogenization" refers to the neglect of the cultivation of students' comprehensive quality in the excessive competition. To break the "homogeneity" of the drawbacks, and better promote the health of students, all-round development, the State Education Commission requires the practice of diversified and characteristic. TJ high school to actively participate in the Shanghai Municipal Education Commission put forward the "characteristics of ordinary high school" project, in the creation process by a lot of obstacles.In this study, we reviewed the properties and tasks of current senior high schools in China through literature review, and focus on the current situation of the implementation of the characteristic high school" policy, and consider the connotation of "characteristic" on the basis of action research in TJ high school. Through the analysis of the reasons for difficulties encountered in the middle school level during the transitional period, the paper explores the effective ways and strategies of the characteristic high schools' creation. The key to creating a feature is to create a reasonable target. Based on the general high school "pre-university" properties, especially the high school of University, should set up a special curriculum system according to the educational goal of the school, carry out the characteristic creation in the national basic course which occupies most of the class hours, and the process of learning to gradually build a unique school, stable style.The research shows that, although most teachers agree that the school needs sustainable development, the existing evaluation system restricts the teachers' enthusiasm to participate in the reform. If the education policy can be introduced through the reform of the enrollment system, the educational authorities can delegate more power so that the school can construct the curriculum structure according to their own educational concept, and design the curriculum implementation way independently.
