The Problems And Countermeasures Of Normalized On University Volunteer Service

Driven by the social demands,volunteer service of university students has grown rapidly,and gradually become the main force of volunteer service.University students' volunteer service is an important measure to strengthen the ideological and political education,and is the requirements to cultivate and practice the socialist core values under the new normal.To make the voluntary service practice carrier of the ideological and political education playing its real role,the university students are needed to integrate their volunteer spirit into their daily work,study and life and make the volunteer service become an action habit and normal life.Only by the constant and long-lasting development can socialist core values be internalized and practiced.In the meantime,the third plenary session of the 18 th also clearly put forward to activate social organization,support and develop the voluntary service organizations.Attention from our country and government provide broad space for the volunteer activities,and also pose new higher requests.In a new time that encouraging the implementation of “streamline administration and delegate power to the lower levels” as well as constructing the “small government and big society”,normalized development of university students' volunteer service has profound meaning to both society and university education.The rapid development of university students ‘volunteer service also faces many problems.The research and analysis of the factors that restrain the normalized development of university students' volunteer service show that the restrained factors mainly are management,mechanism,guarantee and personnel.The main reasons are their partial understanding for volunteer service and the incorrect position of the volunteer service;the unclear relationship between the volunteers and the colleges,government and society;the imperfect security mechanism,indifferent effect of the volunteer service and the non-optimized environment for the volunteer service.This research takes the 8-years volunteer service of university students as an example,makes research on the development path,management system,operation system,group system,project system,guarantee system,principal problems and countermeasures of L university,summarizes and analyzes the countermeasures that can form standard and systematic university students' volunteer service,and provides a typical case,basic experiences and references to the normal university students volunteer service.On the basis of summarizing the effective experiences,this research put forwards the countermeasures of normalized on university students volunteer service.First of all,to change the concept,encourage the volunteers to participate in the social governance.Changing the management concept and setting up the volunteer service is an effective consciousness of social governance innovation.Cultivate the culture of volunteer service;strengthen the cognition of the public to the volunteer service.Change the service concept,keep the innovation of volunteer service,be the “Maker” of public benefit.Secondly,complete the mechanism and promote the sustainable development of the volunteer service organization institutionalization.Establish a management system for the purpose of promotion,set up a record system with the good faith as the core and an incentive system oriented with development,as well as a security system with the service as the basis.Finally,expand the platform and gather the innovative forces to provide strong support for the normalized development of volunteer service.Project security makes the service brand have social effects;establishing base provides the position for service culture;creating the third party platform makes the optimization of the service resources.
