With the development of China's economic and the adjustment of economic structure,especially the raise of "new normal" in 2014 and the "supply side structural reform" coming into being in 2015,China's attitude to adjust the pattern of economic development is clear,the way properly.State-owned enterprises in the national economy occupies very large proportion,mainly concentrated in the petroleum,coal,electricity and other energy monopoly industries.State-owned enterprises is the highlight of the economic reform,coupled with the traditional inefficient mode of operation,making state-owned enterprises face great pressure of competition in the adjustment and reform.In terms of efficiency output,management system,personnel development and so on,there are different degrees of problems.Labor union is an important form of organization in state-owned enterprises,which plays a positive role in ensuring the welfare of workers,solving problems,safeguarding the rights and interests of workers,promoting enterprise development and so on.With the reform of state owned enterprises in the new era,the management of trade unions also put forward higher requirements.Thus the ability development of trade union Managers provides an opportunity for the localization process of enterprise social work.The application of professional knowledge and skills of enterprise social work in trade union management can effectively solve the new problems encountered in the reform of state-owned enterprises,improve the enthusiasm of employees and increase the efficiency of enterprises.Competency model provides an effective tool in the process of combining the knowledge and skills of social work with the labor union management.Starting from the perspective of social work in enterprise,this paper through the literature analysis,time interview data were collected verified using a questionnaire survey method,using analytic hierarchy process to calculate the weight,build a social work from the perspective of the enterprise trade union management competency model,including honesty,responsibility,authority consciousness,political literacy,legal awareness,respect for others,professional ethics,acceptance of others,individualized,sensitivity,emotional management,enthusiastic and optimistic,adhere to the courage,to analyze and judge,efficiency oriented,capacity planning,organizational ability,monitoring ability,decision-making ability,professional supervision,empathy,empathy,service consciousness,listening and feedback,EAP,attention to the effective,respond to emergencies,case work,rights awareness,team work,leadership,coordination and communication,links to resources,initiative,team cooperation,learning ability,professional knowledge,training of personnel,and the pioneering and innovative,to solve the problem,a total of 40 competency.At last,the model is discussed in five aspects,such as improving job responsibility,recruiting new employees,performance appraisal,career planning and competency training.
