Since the Third Plenary Session of the 18 th CPC Central Committee and the 19 th CPC National Congress,the development of social work has been incorporated into the national social governance system.In response,local governments have taken a series of measures to promote the participation of social work in social governance,and have also achieved some practical experience and exploration results.It is in the above social background that the trade union's venture philanthropy in this paper is initiated and co-ordinated by Zhongshan Federation of trade unions.It is entrusted to social work institutions through public bidding,and social work is responsible for the whole operation and promotion.In order to deeply understand the whole process of social work involving in trade union's venture philanthropy,analyze the achievements and problems,and put forward corresponding intervention strategies,this paper collects and analyzes the service data,work reports and other data of the past four trade union's venture philanthropy in Zhongshan City,and selects54 organizations for questionnaire survey to understand the motivation of participation,service evaluation,improvement suggestions,etc.In addition,individual interviews were conducted with the staff of Zhongshan Federation of trade unions,the director of social work assigned by social work institutions,and the head of organization to collect their understanding of their role orientation,the overall evaluation of the trade union's venture philanthropy,problems in the operation process,and suggestions for improvement.After analysis,this paper finds that some achievements have been made in four aspects:strengthening the idea and ability of the organization leader,stimulating the self-service consciousness and ability of the organization,exerting the social influence of excellent projects,and establishing the social resource support network.However,there are four problems:the lack of social workers' support affects the sense of gain of the organization leaders,the complicated supervision procedures of social workers affect the effectiveness of organizational services,the insufficient mobilization of social workers affects the overall function of trade unions,the lack of systematic social work affects the interaction between systems.In order to solve the above problems,combined with the accumulated experience of social workers' operation trade union's venture philanthropy,this paper puts forward the strategies of intervention from four aspects:micro system,meso system,macro system and system interaction.In the micro system,social workers need to enhance the sense of gain of the head of the organization.In the meso system,social workers need to improve the supervision norms to promote the formation of organizational service effectiveness.In the macro system,social workers need to advocate trade unions to give full play to the overall planning function.In the aspect of system interaction,social workers need to promote the benign interaction between the systems.
