Construction Of University Charter In Local Colleges

Since entering in twenty-first century, the construction of modern university system has become an important strategic task for the reform and development of education.The university charter, as the carrier of modern university system, it is the "constitution" of the university, to help expand the autonomy of the university, improve the internal governance structure,and help to straighten out the external relationship between universities and the society.It has great significance to the construction of modern university system.And local colleges, as an important part of the higher education system, it is the main force of the construction of university charter. Therefore, it is particularly important to strengthen the study of the construction of the local university charter.This article will analyze the existing problems in the construction phase of the current local university charters, and puts forward some feasible suggestions to improve the construction of the university charter.Although the construction of university regulations has been more and more concerned by the community, but there are many problems in the construction process.This article will start from the historical evolution of the university charter, combined with the literature analysis method, with the historical link for the clue to the development of the domestic and international university charter to make a sort out, revealing the important practical significance of the construction of the university charter.Focus on the combination of geographical and disciplinary characteristics of seven local university charters are compared, and pointed out the charters quo of the construction of the local college, particularity and in the formulation of the pre formulated three stages in metaphase and the implementation process of the existing main problems and difficulties.In the comparison, we get some enlightenment, combined with policy analysis, experience and personal thinking to improve the construction of the local university charters.
