Yan'an Compulsory Education Resources Allocation

The balanced development of compulsory education is an important manifestation of social fairness, we must vigorously develop education, to realize the balanced development of compulsory education, achieve educational equity, and promote socialist harmonious society. Compulsory education as the foundation and starting point of education, is a vital education link.The balanced development of compulsory education is the foundation of the balanced development of education, is one of the starting point to protect social fairness and justice, therefore balanced allocation of compulsory education resources is necessary.Taking Yan'an city as an example, investigate the compulsory education present situation of resource allocation, including:compulsory education funds investment, obligations education teachers and related policy system. Compare and analysis about the specific circumstances of the region counties and districts.The study found that the compulsory education resources allocation in Yan'an city has some problems:lack of compulsory education resources, the management system and resource allocation of compulsory education is not reasonable.Regional allocation of compulsory education resources with the regional economic development level, the situation of the development of education has great influence.On the reasonable analysis around the allocation of compulsory education resources exist problems and the specific circumstances of the country, put forward to promote the balanced development of compulsory education in Yan'an City of the proposal of a few countermeasure:reasonable funding for compulsory education investment mechanism, improve teacher allocation mechanism, develop in remote and poor areas for policy of supporting and perfect guarantee mechanism and the establishment of relevant laws and regulations.
